दुई नगरपालिकाले पालैपालो टेण्डर आह्वान गरेर त्यसको बिक्री वितरण गर्ने गरेका थिए।
यस वर्ष खोलामा पानी सुकेसँगै अवैध उत्खनन् सुरु भएको स्थानीयबासीले बताए। ‘रात परेपछि ढ्याङ्र्याङ ढुंग्रुङ गर्दै स्काभेटर र ट्याक्टर आउँथे, हल्लाले हामी सुत्न पनि सक्थेनौं,’ स्थानीय सीता दराईले भनिन्, ‘सरकारले नै राती ढुंगा ओसार्न लगायो भन्ठानेको त चोरेर लगेका पो रहेछन्।’
स्थानीय बासिन्दाले महिनौं अघिदेखि खोलामा दोहन भइरहेको बताए। ‘जनप्रतिनिधिलाई थाहा नभएको होइन, उनीहरुको मौन स्वीकृतिमा धमाधम उत्खनन् गरिएको हो,’ एक स्थानीयबासीले भने, ‘नगरपालिका कार्यालयबाट नजिकैको खोलाबाट महिनौंदेखि गिटी, ढुंगा चोरी हुँदा थाहा पाएनौं भन्ने कुरै हुँदैन।’
रत्ननगर नगरपालिकामा कार्यरत एक नगर प्रहरीले उत्खनन्को जानकारी पाए पनि नियन्त्रण गर्न खोज्दा नसकेपछि चुप लागेर बस्नुपरेको बताए। ‘हामीले चोरीको जानकारी नपाएको होइन, पोहोर नै चोरी भएको सूचना पाएपछि हामीले नियन्त्रणको प्रयास गरेका थियौ तर सीमित संख्यामा रहेको जनशक्तिले त्यो काम गर्न सम्भव रहेनछ,’ उनले भने।
अवैधरूपमा उत्खनन् भएको गुनासो स्थानीयबासीबाट बढी आउन थालेपछि चोरी गरेर भण्डारण गरिएको ठूलो परिमाणमा ढुंगा, गिटी चितवन प्रहरीको सहयोगमा जफत गरिएको छ। मंगलबार, बुधबार त्यसलाई नियन्त्रणमा लिएर नगरपालिकाहरुले छुट्टै स्थानमा भण्डारण गरेका छन्।
‘अवैधरूपमा उत्खनन् गरेर भण्डारण गरिएको जानकारी पाएपछि प्रहरीको सहयोगमा नियन्त्रणमा लिएर नगरपालिकाले भण्डारण गरेको छ,’ रत्ननगर नगरपालिकाका ईन्जिनियर पंकज गिरीले भने, ‘चोरीमा संलग्नको पहिचान गर्ने काम अहिले भइरहेको छ। उनीहरुलाई कानुनअनुसारको कारबाही हुन्छ।’
उनले जफत गरिएको नदीजन्य पदार्थ नगरपालिकाले गर्ने विकास निर्माणका काममा प्रयोग गर्ने बताए।
कयर खोलाको गिटी ढुंगा रत्ननगर र खैरहनी नगरपालिकाले पालैपालो ठेक्कामा लगाएर उत्खनन् गर्ने चलन छ। ठेक्काबाट आएको रकम दुई नगरपालिकाले आधा-आधा बाँडफाँट गर्थे। दुई/दुई वर्ष पालैपालो ठेक्का लगाउने चलनअनुसार यस वर्ष रत्ननगर नगरपालिकाले ठेक्का लगाउँदै थियो। ईन्जिनियर गिरीले ३८ हजार घनमिटर नदीजन्य पदार्थ उत्खनन् गर्नेगरी आईई गरेर टेण्डर गर्ने तयारी भएको बताए।
‘नगरपालिकाले आईई स्वीकृत गरिसक्यो, जिससले सिफारिस गर्न बाँकी छ। लगत्तै टेण्डर आह्वान गरेर आधिकारिकरुपमा उत्खनन्को तयारी भइरहेको छ,’ उनले भने, ‘करिब २ करोड रुपैयाँमा ठेक्का लगाउने तय भएको छ।’
उनले कयर खोलाको रत्ननगर र खैरहनीतर्फका विभिन्न स्थान तोकेर ठेक्का लगाउने तयारी भएको बताए। तर स्थानीयबासीले भने उत्खनन्का लागि ठेक्का लगाउने भनिएको सबै ठाउँमा नदीजन्य पदार्थको उत्खनन् भइसकेको बताए। ‘अब त ठेक्का पाए पनि ठेकेदारले उत्खनन् गर्न बाँकी ठाउँ छैन। खनेर लैजान मिल्नेजति चोरेरै लगिसके,’ रत्ननगर-१४ का एक जना बासिन्दाले भने, ‘कयर खोला यति तल्लो तहमा आजसम्म देखिएको थिएन।’
जिल्ला प्रहरी कार्यालय चितवनका प्रमुख एसपी नवराज अधिकारीले रातको समयमा नदीमा उत्खनन् गरि गिटी, ढुंगाको चोरी निकासी भइरहेको जानकारी पाएपछि प्रहरी परिचालन गरिएको बताए। ‘स्थानीय तहको क्षेत्राधिकार भए पनि चोरी निकासीको जानकारी पाएपछि त्यसलाई रोक्नुपर्छ भनेर तुरुन्तै प्रहरी परिचालान गरियो,’ अधिकारीले भने, ‘विभिन्न ठाउँबाट ४०० ट्याक्टर भन्दा बढी नदीजन्य पदार्थ नियन्त्रणमा लिएर स्थानीय तहलाई बुझाएका छौं।’
उनले यसअघि पनि कालिका नगरपालिका र इच्छाकामना गाउँपालिकाका खोला नदीहरुमा प्राकृतिक दोहन हुँदा नियन्त्रणमा लिएर कारबाही गरिएको बताए।
ईलाका प्रहरी कार्यालय रत्ननगरका प्रमुख डिएसपी रविनबाबु रेग्मीले स्थानीयबासीबाट गुनासो आएपछि अनुगमन गरेर नियन्त्रणमा लिइएको बताए। उनले चोरीमा संलग्न केही ट्रिपर र जेसिवी पनि नियन्त्रणमा लिएर नगरपालिका कार्यालयलाई बुझाएको बताए। ‘नदीको गिटी, ढुंगा उत्खनन्को अधिकार स्थानीय तहको हो। स्थानीय तहले गैरकानुनी काम भएको जानकारी गराएपछिमात्रै हामीले नियन्त्रणमा सहयोग गर्यौं। अब कारबाही र नियमनको काम स्थानीय तहकै हो,’ डिएसपी रेग्मीले भने।
