मुख्यमन्त्री बनाउन केन्द्रका नेताको तोकादेश कुरिरहेका प्रदेश सांसद
गण्डकीमा मुख्यमन्त्री चुन्न सत्ता गठबन्धनमा आबद्ध एमाले, माओवादी केन्द्र र राप्रपाका सांसदले हस्ताक्षर गरेर राखेका छन्।
प्रदेश प्रमुख पृथ्वीमान गुरूङले मुख्यमन्त्री दाबी गर्न दिएको समय सोमबार दिउँसो ४ बजे सकिँदैछ।
त्यसअघि नै शीर्ष नेताको बैठकले जसलाई तोक्छ, उसैलाई मुख्यमन्त्री बनाउने गरी गण्डकीका सांसद पर्खिरहेका छन्।
गण्डकीमा मुख्यमन्त्रीमा एमालेका खगराज अधिकारी, माओवादीका हरिबहादुर चुमान र राप्रपाका पञ्चराम गुरुङ आकांक्षी छन्। यी तीन दलका प्रदेश स्तरीय नेता बसेर शक्ति बाँडफाँटमा सहमति जुटाउने अधिकार उनीहरूले पाएका छैनन्। किनकी प्रदेश सरकार बनाउने प्रदेश सांसदको अधिकार केन्द्रका शीर्ष नेताले आफ्नो पोल्टामा राखेका छन्।
राजनीतिक दलमा संघीयता र आन्तरिक लोकतन्त्र नभएका कारण यस्तो भएको अध्येता शेखर पराजुली बताउँछन्।
‘प्रदेशको निर्णय पनि केन्द्रका १/२ नेताले गर्दै छन्, यो अभ्यास गलत छ,’ उनले भने, ‘प्रदेश सरकार गठन गर्दा शक्तिको बाँडफाँट गरी सहमति जुटाउने अधिकार प्रदेशकै नेताले पाउनुपर्छ।’
संविधानले दिएको अधिकार प्रयोग गर्न नपाएको भन्दै सातै प्रदेशका मुख्यमन्त्रीले पहिलो कार्यकाल बिताए।
संविधानले प्रदेशलाई दिएको अधिकार जस्तै राजनीतिक दलले पनि प्रदेश समिति र प्रदेश संसदीय दललाई अधिकार दिनुपर्ने पराजुली बताउँछन्।
गण्डकीको मुख्यमन्त्री बन्ने तीव्र चाहना राखेका एमाले गण्डकीका संसदीय दलका नेता अधिकारी यस विषयमा सहमत छैनन्। प्रदेश सरकार गठन गर्न राजनीतिक दलका प्रदेश कमिटी र प्रदेश संसदीय दलले निर्णय गर्न पाउनुपर्छ कि पर्दैन भन्ने प्रश्न नै गलत भएको उनको तर्क छ।
‘पार्टी केन्द्रले प्रदेशमा चुनाव चिह्म उसैले नदिएर यही क्षेत्रीय पार्टी बनाए हुन्छ भन्ने प्रश्न गर्नुभयो भने त्यसको जवाफ मैले के दिने,’ उनले सेतोपाटीसँग भने, ‘दलीय व्यवस्था के हो? संसदीय व्यवस्था के हो? दलहरू कसरी गठन हुन्छ? सब कुरा बुझेर पो प्रश्न गर्नुपर्छ।’
प्रदेशका नेताहरू बसेर छलफल भइरहेको उनले बताए। अझ उनले दलीय व्यवस्था बलियो बनाउने गरी प्रश्न गरिदिए आफूहरू जवाफदेही हुने दाबी गरे। एउटै दलको बहुमत आउन नदिन ‘हङ पार्लियामेन्ट’ का लागि सञ्चारमाध्यमको भूमिका बलियो रहेको आरोप लगाए।
‘हङ पार्लियामेन्टका लागि तपाईंहरूको भूमिका पनि कमजोर छैन, बलियो छ,’ उनले भने, ‘बल्ल बल्ल एउटा बन्छ, इच्छा चाहनाहरूलाई…, नीतिगत कुरा हुन्छ, अरू कुरा त हामीले पहल गरिराखेकै छौं नि।’
नेपालको संघीयताका विषयमा अनुसन्धान गरेका अध्येता पराजुलीले भने मुलुकको संघीय शासन प्रणाली अनुसार दलहरूमा पनि संघीयता आउनुपर्ने बताए। मुलुकको शासन प्रणाली अनुसार पार्टीहरूका संगठन प्रणाली बनाउँदा बहुदलीय व्यवस्था कमजोर नभई झनै बलियो बन्ने उनको भनाइ छ।
‘मुलुकमा तीन तहका सरकार बन्ने, तीनै तहलाई संविधानले अधिकार दिने तर पार्टीहरू केन्द्रका १/२ जना नेताको आदेश र निर्देशमा चल्नु लोकतान्त्रिक आचरण होइन,’ उनले भने, ‘के पार्टीका प्रदेश समिति र संसदीय दलले कुनै पनि निर्णय गर्न नपाउने, भूमिकाबिहीन हुनुपर्ने हो?’
राजनीतिक दलका शीर्ष नेता र केही आसेपासेका कारण संघीयता नै नक्कली बन्न पुगेको उनले बताए। कुनै पनि दलमा आन्तरिक लोकतन्त्र नरहेको भन्दै उनले पार्टी कमिटीहरूले पार्टीका नीति अनुसार निर्णय गर्न पनि नपाएको पनि बताए।
केन्द्रिकृत शासन व्यवस्थाले नागरिकलाई अधिकार नदिएको भन्दै नयाँ संविधानसँगै मुलुकमा संघीयता लागू भएको थियो। पञ्चायती व्यवस्था र त्यसपछिको बहुदलीय व्यवस्थामा पनि सबै कुरा ‘माथि’ को आदेश लादिने स्थिति अन्त्य गर्न संघीयता लागू भएको पराजुली बताउँछन्।
‘माथिबाट लादिने प्रवृत्ति अन्त्य गर्न संघीयता ल्याइयो,’ उनले भने, ‘प्रदेश सरकार र संसदका सबै पदाधिकारी माथिबाटै लादिने प्रवृत्ति अन्त्य भएन।’
नेकपा माओवादी केन्द्र गण्डकी संसदीय दलका नेता चुमानले पार्टी संगठनमा संघीयता लागू नभएको स्वीकार गरे। पार्टीको विधानमै केन्द्रको निर्देशनमा प्रदेशका दल नेता छान्ने व्यवस्था रहेको स्पष्टीकरण पनि दिए।
‘हाम्रो पार्टीमा मात्र होइन, सबै पार्टीमा एकात्मक प्रणाली नै छ,’ उनले भने, ‘हाम्रो पार्टीको विधानमै केन्द्रको निर्देशनमा दलको नेता छान्ने भनिएको छ।’
गण्डकीका मुख्यन्त्री आकांक्षीसमेत रहेका चुमानले आफ्नो पार्टीको लक्ष्य पूरा नभएकाले पार्टी संगठन एक ढिक्का राख्न यस्तो व्यवस्था गरेको दाबी गरे।
‘हाम्रो लक्ष्य अलि पर छ। लक्ष्य प्राप्त भएको अवस्थामा पार्टी संगठन पनि त्यही अनुसार बन्छ,’ उनले भने, ‘कांग्रेसको त लक्ष्य पूरा भयो, उसले संगठनमा संघीयता अपनाए हुन्थ्यो नि।’
उता, हालको सत्ता गठबन्धनमा आवद्ध राष्ट्रिय प्रजातन्त्र पार्टीका प्रदेश सांसद गुरूङले प्रदेशका विषयमा सबै निर्णय पार्टी अध्यक्ष राजेन्द्र लिङ्देनले गर्ने बताए। संघीयताको विरोध गर्दै आएका राप्रपाले गण्डकीमा समानुपातिकबाट २ सिट जितेको छ।
‘गण्डकी सरकारमा जाने कि नजाने, के गर्ने सबै निर्णय केन्द्रले गर्छ,’ उनले भने, ‘प्रदेशको छुट्टै निर्णय केही छैन।’
राजनीतिक दलका प्रदेश स्तरीय नेता र सांसदले पनि आफ्नो क्षेत्राधिकार खोज्न अध्येता पराजुलीले सुझाएका छन्। प्रदेशका नेताले प्रदेश स्तरीय राजनीतिक अभ्यास गर्न नपाएको भन्दै उनले प्रदेश नेता र सांसद केन्द्रका ‘कठपुतली’ मात्र भएको जिकिर गरे।
‘सबै कुरा माथिबाट लादिने प्रवृत्ति झनै झाँगिएको छ। यसले प्रदेशका नेतालाई राजनीतिक अभ्यास गर्न दिएको छैन,’ उनले भने, ‘प्रदेश संरचना कार्यकर्ता व्यवस्थापन गर्न केन्द्रको कठपुतली मात्र बनेका छन्। कहिलेसम्म बन्ने हो केन्द्रको कठपुतली?’
लुम्बिनी र बागमती प्रदेशको नामकरण गर्दा पार्टी केन्द्रको आदेश लागू गरेको भन्दै पराजुलीले प्रदेश सभाको खिल्ली उडाउने काम गरेको टिप्पणी गरे। त्यति बेला बागमती र लुम्बिनी प्रदेशको नामकरण गर्दा तत्कालीन नेकपाको सचिवालयले निर्णय गरेका थियो।
संविधानमा भएको व्यवस्था लागू गर्न अन्य प्रदेशका तुलनामा मधेस प्रदेश बढी जागरूक भएको उनी बताउँछन्।
‘मधेसमा फरक पार्टीबाट मुख्यमन्त्री थिए जसले संविधानले प्रदेशलाई दिएका अधिकार लागू गर्न बढी जोड दिएका थिए,’ उनले भने, ‘अरू प्रदेशले अधिकार प्रयोग गर्न आवाजसमेत उठाएनन्। केन्द्रका आदेश मात्र माने।’
संघीयता लागू भएदेखि नै प्रदेशले राजनीतिक अधिकार प्रयोग गर्न पाएनन्। २०७४ को निर्वाचन पश्चात बनेका प्रदेश सरकारहरू पनि केन्द्रकै सहमतिमा बनेका थिए। केन्द्र सरकार ढल्नेबित्तिकै प्रदेश सरकारहरू पनि ढले। कुन प्रदेशमा कुन पार्टीले मुख्यमन्त्री लिने, कसले सभामुख पाउने र को को मन्त्री हुने अधिकार केन्द्रले नै राख्यो।
यतिसम्म कि, प्रदेशमा मन्त्रिमण्डल बनाउने अधिकार पाएका मुख्यमन्त्रीले मन्त्री हेरफेर गर्न पनि पाएनन्। आफ्नै दलबाट कसलाई मन्त्री बनाउने, कसलाई नबनाउने भनेर निर्णय पनि केन्द्रले गरिदिएका थिए।
सरकार गठनमा मात्र होइन, प्रदेशका संसदीय दलका नेतासहित पदाधिकारी चुन्न पनि केन्द्रीय सभापति र अध्यक्ष हाबी छन्। गण्डकी प्रदेश सभाका सबभन्दा ठूलो दल नेपाली कांग्रेसको प्रदेश संसदीय दल नेता चुन्न सभापति शेरबहादुर देउवा समूह र शेखर–गगन समूहबीच निर्वाचन भएको थियो। कांग्रेसमा देउवा र शेखर–गगन समूहबीच चुनाव हुँदा दुवै समूहले आ–आफ्ना दलका नेताको उम्मेदवार केन्द्रबाटै तोकेको कांग्रेसका नेताहरू बताउँछन्। जसले गर्दा यी दुवै गुटका सांसदले आफैं बैठक बसेर उम्मेदवार उठाउन पाएनन्।
नेकपा एमाले र माओवादी केन्द्रले संसदीय दलको नेता छान्न निर्वाचन गरेन। केन्द्रबाट तोकिएका व्यक्ति सर्वसम्मत दलका नेता छानिए।
संसदीय दलका नेताले नै पार्टीको संसदीय दल चलाउने र सरकारमा सहभागी हुँदा मुख्यमन्त्री लगायत पदमा जानेबारे निर्णय गर्ने भएकाले उक्त पद महत्वपूर्ण मानिन्छ।
देश संघीयतामा गएपछि तीन तहका सरकार छन्। संविधानले तीनै तहका सरकारका क्षेत्राधिकार छुट्याइदिएको छ। तीनै तहमा सरकार गठन गर्न राजनीतिक दलबाट वा स्वतन्त्र उम्मेदवार हुन पाउँछन्। केन्द्रमा जस्तै प्रदेशमा पनि संसदीय व्यवस्था भएकाले बहुमत जुटाउन सक्ने दल वा गठबन्धनले प्रदेश सरकारको नेतृत्व पाउँछन्।
संविधानले प्रदेश सरकारका एकल र साझा अधिकारको व्यवस्था गरेको छ। राजनीतिक दलले भने प्रदेश कमिटी र प्रदेश संसदीय दललाई कुनै पनि अधिकार दिएका छैनन्। प्रदेश संसदीय दलका नेता तथा पदाधिकारी छान्ने, मुख्यमन्त्री, सभामुख, मन्त्री लगायत प्रदेशका नेतृत्व चयन पनि केन्द्रीय अध्यक्ष र सभापतिले गरिरहेका छन्।
यसले राजनीतिक दल अझै पनि एकात्मक र केन्द्रिकृत तरिकाले चलेको देखाउने अध्येता पराजुली बताउँछन्।
‘राजनीतिक दलमा केन्द्रिकृत मानसिकता हाबी भयो,’ उनले भने, प्रदेशको निर्णय प्रदेश नेता र सांसदले गर्न पाउँदैनन् भने राजनीतिक रुपमा अझै संघीयता आएको छैन।’
