पृथ्वीनारायण शाहले काठमाडौंबाट के सिके?
पृथ्वीनारायण शाहलाई हालको स्वतन्त्र र सार्वभौमसत्ता सम्पन्न राष्ट्र निर्माण गर्ने आधार तयार गरेको मान्दै नेपाल एकीकरणका नायकको दर्जा दिने एउटा मत छ। अर्कातिर विभिन्न आदिवासी समुदायको प्रचलित राज्य अधिकार खोस्ने खलनायक मान्ने फरक मत पनि छ।
यी दुई विचारबीच अर्थ–राजनीतिक दृष्टिबाट पृथ्वीनारायण शाहको एकीकरण अभियानको चर्चा गर्नु यो लेखको उद्देश्य हो।
इस्वी सम्बत् १७४३ मा पृथ्वीनारायण शाह गोरखाका राजा हुँदा भारतमा बेलायतको इस्ट इन्डिया कम्पनीको प्रभाव सुरू भइसकेको थियो। इस्ट इन्डिया कम्पनी बेलायत सरकारको निम्ति भारत र पूर्वी एसियामा व्यापार विस्तार गर्न स्थापना गरिएको कम्पनी हो। तर त्यो कम्पनी व्यापारमा मात्र सीमित थिएन। उसको आफ्नै सेना थियो। उत्कर्ष कालमा इस्ट इन्डिया कम्पनी सेनाको संख्या बेलायती सरकारको सेनाभन्दा झन्डै दोब्बर थियो।
पृथ्वीनारायण जन्मनुभन्दा सय वर्षअघि सन् १६१२ मै इस्ट इन्डिया कम्पनीले पुर्तगालीहरूको अधिनमा रहेको भारतीय भूभागको व्यापार आफ्नो कब्जामा लिइसकेको थियो। उनीहरू भारतका बाँकी भूभागमा पनि आफ्नो प्रभाव बढाउँदै थिए। एकाधिकार बजार र कच्चापदार्थ आपूर्तिका लागि उपनिवेशहरू खडा गर्नु इस्ट इन्डिया कम्पनीको उद्देश्य थियो।
यसरी आर्थिक उद्देश्यका लागि विश्वव्यापीकरणको प्रक्रिया उति बेलै सुरू भइसकेको थियो। कुनै देश उपनिवेश बनाउने कि नबनाउने भन्ने निर्णय मुनाफाको आधार, खासगरी त्यहाँको बजारको आकार, कच्चापदार्थको परिमाण तथा व्यापारिक मार्गको उपलब्धतामा भर पर्थ्यो। भारत यस अर्थमा उपनिवेश बनाउन अब्बल निशाना बन्यो।
नेपालको बजार र कच्चापदार्थको उपलब्धता त्यति आकर्षक नभए पनि यो तिब्बत र चीनसम्म व्यापार गर्ने महत्वपूर्ण मार्ग भएकाले बेलायतका लागि यो भूमिको स्वामित्व महत्वपूर्ण नै थियो। दोस्रो विश्वयुद्धताका भने सस्तो नेपाली युवा रगत उसका लागि विजय सुनिश्चित गर्ने शक्तिशाली हतियार नै बन्यो।
भारतको ठूलो भूभागमा अंग्रेजको आधिपत्य र शासन कायम भइसकेकाले यस क्षेत्रका अन्य स्वतन्त्र राज्यहरूमा आफ्नो अस्तित्व रक्षाको प्रश्न अहम् बनिसकेको थियो। अंग्रेजहरूको उपनिवेश बन्नुभन्दा अगाडि ती देशमा धर्म प्रचारका नाउँमा पादरीहरू आउने र त्यहाँको जासुसी गर्ने र राजनीतिक, आर्थिक तथा सामाजिक वातावरणबारे आफ्नो सरकारलाई सूचना प्रवाह गर्ने आमप्रवृत्ति नै थियो।
त्यसै क्रममा उपत्यकाका तीनै राज्यमा उनीहरूले धमाधम जरा गाड्दै थिए। तर त्यति बेला उपत्यकाका मल्ल शासकहरू गौंडामा आइसकेको अंग्रेजविरूद्ध आपसमा मिलेर तयारी गर्नभन्दा आपसी कलह र द्वेषमै व्यस्त थिए।
यस्तो बाहिरी परिस्थिति भएको बखत पृथ्वीनारायण शाह पश्चिम नेपालस्थित गोरखा राज्यका राजकुमारका रूपमा सन् १७२३ मा जन्मिएका थिए। उति बेला गोरखा राज्य कम उब्जाउ हुने पहाडी भूमि अधिक भएको गरिब र कमजोर राज्य थियो। तैपनि उनका निकट पुर्खाले त्यहाँको राज्य र न्याय व्यवस्था बलियो बनाएर जनसमर्थन प्राप्त गरेका थिए भन्ने भनाइ छ। यसैलाई आधार बनाएर गोरखा राज्य विस्तार गर्न र बलियो बनाउन सकिन्छ भन्ने गोर्खाली शासकहरूका मनमा परेको हुनसक्छ।
त्यो समय राज्यहरूका सीमा अस्थिरै रहन्थे। बलियाले निर्धा राज्य जितेर आफ्नोमा गाभ्नु र ऊभन्दा बलियो अर्को निस्केमा अर्कोले उसैलाई पनि आफ्नोमा विलय गराउनु सामान्य प्रचलन थियो। यसर्थ आफूलाई शक्तिशाली बनाउन भरमग्दुर प्रयत्न गर्नु पनि प्रत्येक राज्यका निम्ति सामान्य कुरा हुन जान्थ्यो। यस्ता आपसी लडाइँ कहिलेकाहीँ जुँगाका लडाइँ भए पनि अधिकांश आर्थिक स्रोतसाधनमा कब्जा गर्ने उद्देश्यले प्रेरित हुन्थे। त्यस क्रममा पृथ्वीनारायणका पिता नरभूपाल शाहले नुवाकोट जितेर आफूलाई शक्तिशाली बनाउन प्रारम्भिक प्रयत्न गरे, जुन सफल हुन सकेन।
आफ्नो अपुरो मनोकांक्षा पूरा गर्ने त्यो सम्भावना पृथ्वीनारायणमा देखेर होला, आफ्नो मृत्युभन्दा दुई वर्षजति अघि नरभूपाल शाहले काठमाडौं उपत्यकाको भक्तपुर राज्यका राजा रणजीत मल्लबाट भविष्यमा सहयोग प्राप्त गर्न तथा मल्ल राज्यहरूबारे बुझ्न भनेर आफ्नो पगरीसहित सन् १७४१ मा १८ वर्षे युवराज पृथ्वीनारायण शाहलाई मित लगाउने प्रस्तावसहित भक्तपुर दरबार पठाएका थिए।
त्यहाँ बसेर पृथ्वीनारायण शाहले काठमाडौं उपत्यकाको राजनीतिक, सामाजिक, सांस्कृतिक तथा आर्थिक पक्षहरूको गम्भीर अध्ययन गरेका देखिन्छन्।
खासगरी आर्थिक पक्षबाट हेर्दा तत्कालीन काठमाडौं उपत्यका अन्नको भण्डार थियो। अत्यन्त उर्वर भूमि, मेहनती नेवार जातिको परिश्रम र मानव मलमूत्रको उपयोगमा आधारित प्रांगारिक मलको प्रयोगले यहाँ एक वर्षको उब्जनीले तीन–चार वर्ष खान पुग्ने थियो। राज्यलाई कर पनि प्रशस्त उठ्थ्यो। सबैलाई पेटभर खाएर जगेडा अन्नले भव्य चाडपर्व, सांस्कृतिक सम्पदा निर्माण तथा धातु, काष्ठ तथा प्रस्तर कलाकौशलमा प्रशस्त मानिस संलग्न भएका थिए।
उपत्यकाको धातु मूर्तिकलादेखि सुनचाँदीको सिक्कासम्मको व्यापार तिब्बत र चीनसम्म फैलिएको थियो। यसले जनजीवन र राज्यहरूलाई सम्पन्न बनाएको थियो। यसका साथै पृथ्वीनारायणले यहाँका नेवार जातिको सांस्कृतिक पक्ष तथा यहाँको धार्मिक विश्वास र मान्यताको पनि राम्ररी अध्ययन गरेको हुनुपर्छ।
भक्तपुर दरबारमा बस्दा पृथ्वीनारायणले राजा रणजीत मल्लको विश्वास पनि जित्न सफल भएको देखिन्छ, जसको आधारमा उनले आफ्नो अभियान क्रममा रणजीत मल्लबाट ऋण तथा अन्य सहयोग निरन्तर पाइरहे। यस्तो लेनदेन रणजीत मल्ललाई उपत्यकका अरू राज्यसँग गुमेका भूभाग प्राप्त गर्न सहयोग पुर्याउने सर्तमा हुने गर्थ्यो।
गोरखा राज्यको आर्थिक सीमितताले नै पृथ्वीनारायणलाई भक्तपुर दरबारमा ल्याइपुर्याएको थियो। उनले भक्तपुर दरबार आएपछि बल्ल धित मर्ने गरी धानको भात खान पाएका थिए भन्ने भनाइसमेत छ। एकातिर गोरखाको आर्थिक विपन्नता र अर्कातिर उपत्यकाको सम्पन्नता र वैभवको आकर्षणले कुनै पनि अर्को देशको राजकुमारले सम्पूर्ण काठमाडौं उपत्यकाकै राजा बन्ने सपना देख्न थाल्नु अस्वाभाविक थिएन।
पृथ्वीनारायणका हकमा भने उनले सपना मात्र देखेनन्, त्यसको प्राप्तिका लागि संकल्प र योजनासहित जीवनभर लागिपरे। उनको आकांक्षा र चातुर्यको चर्चा भक्तपुरमा मात्र सीमित नभएर काठमाडौंका राजा जयप्रकाश मल्लसम्म आइपुगिसकेको थियो। यस कारण जयप्रकाश मल्लले पनि भविष्यमा पृथ्वीनारायणबाट हुनसक्ने खतरा आकलन गरेर काठमाडौंमा आमन्त्रण गरी उनीसित मित लगाइसकेका थिए। आर्थिक दृष्टिकोणले मित लगाई युद्धको खतरा र क्षति कम गराउनु उति बेलादेखिको प्रचलित रणनीति नै थियो।
पृथ्वीनारायण आफ्नो योजनामा कटिबद्ध रहेको प्रमाण देशदुनिया, खासगरी छिमेकी भारतमा भइरहेका उथलपुथलबारे बुझ्ने तथा आफ्नो भावी योजना निम्ति जरूरी हातहतियारको व्यवस्थाका लागि पूरा तयारीसहित उनले गरेको वनारस यात्रा पनि हो। चालीस वर्षअघि मात्र निधन भएका छत्रपति शिवाजीको सेना संगठन, छरितो युद्धकला र बहादुरीको चर्चा गोरखा दरबारसम्मै पुगिसकेको थियो। पृथ्वीनारायण त्यसबाट प्रभावित पनि थिए होलान् भन्ने अनुमान इतिहासकार नयराज पन्तले गरेका छन्।
सन् १७४३ मा नरभूपाल शाहको मृत्युपछि २१ वर्षको कलिलो उमेरमा पृथ्वीनारायण राजा भए। लगत्तै १७४४ मा पिताको वार्षिकी सकिनेबित्तिकै बन्दुक तथा अन्य हातहतियार व्यवस्था गर्ने उद्देश्यले उनले वनारस यात्रा गरेका थिए। यसका लागि गरिएको आर्थिक स्रोतको व्यवस्थापन प्रक्रिया पनि चाखलाग्दो छ।
गोरखाजस्तो आर्थिक अवस्था कमजोर भएको राज्यका राजाले चाहनेबित्तिकै राज्यकोषबाट रकम निकाल्ने कुरा त असम्भव नै थियो। जनताबाट करका रूपमा वा अन्य उपायबाट बलपूर्वक राज्यले सम्पत्ति हरण गरेर पनि केही हदसम्म रकम सञ्चय गर्न सकिन्थ्यो होला। तर त्यसले प्रजामा असन्तोष र विद्रोह फैलाउन सक्थ्यो र उनको दीर्घकालीन उद्देश्य पूरा गर्न बाधा पार्न सक्थ्यो। त्यसैले उनले आफ्ना इमानदार भारदार र सर्वसाधारणलाई खुसीराजी गराएरै पैसा संकलन गरेको देखिन्छ, जुन पर्याप्त थिएन। उनले आफ्ना मितबा रणजीत मल्ललाई गुहारेर भक्तपुरको एक व्यापारी सन्तबाट १०–१२ हजार ऋण लिन पनि सफल भएका थिए।
वनारसबाट फर्किँदा उनले बन्दुक र गोलीगठ्ठा तथा बन्दुक चलाउन र मर्मत गर्न सिकाउने मिस्त्री पनि गोरखा ल्याएका थिए। यो त्यति बेलाको धनुकाँड, खुकुरी र खुँडामा आधारित युद्धकलामा एक नयाँ फड्को थियो।
पृथ्वीनारायणका पुर्खा राम शाहकै पालादेखि अस्थायी सेना र तालिमको व्यवस्था सुरू भइसकेको इतिहासमा उल्लेख छ। तर पत्थरकला (बन्दुक र बारूद) पनि भएको, तालिमप्राप्त, व्यावसायिक र स्थायी सेनाको निर्माण पृथ्वीनारायणले नै गरेका थिए। अन्य राजाहरूमा प्रायः नदेखिने अन्तर्राष्ट्रिय परिस्थितिको जानकारी लिने सूचना संयन्त्र, फराकिलो ज्ञान र अनुभव, ठूलो महत्वाकांक्षा, दुरदर्शिता र भरपर्दा भारदारहरूको साथले उनलाई सेना संगठित गर्न पनि सहयोग पुर्याएको थियो र उनको सेना व्यवस्थापनको खर्च घटाएको थियो।
खासगरी ठाउँ ठाउँमा आफ्ना विश्वासिला मानिस खटाएर सूचना प्राप्त गर्ने उनको ठूलो क्षमता थियो। पण्डित, ज्योतिष, जोगी, साधु, गाइनेहरूसहितको उनको जासुसी संयन्त्र प्रभावकारी त थियो नै, सँगसँगै अत्यन्त मितव्ययी पनि थियो। जितेको क्षेत्रका जनतालाई आफ्नो सम्पत्ति, रितिथिति तथा व्यवहारको निर्भयता प्रदान गर्ने र उनीहरूबाट सेनालाई चाहिने रसदपानी किनेरै लिने उनको व्यवहार पनि सफलताको कारण थियो। यी सबैले उनलाई कम आर्थिक भारमा राज्य सञ्चालन गर्न र राज्य विस्तार गर्न सहयोग गरेको थियो।
स्थायी सेना निर्माणमा सेनालाई नगद तलबभन्दा कमाएर खान जागिरका रूपमा खेतीयोग्य जमिन दिने उनको सार्वजनिक खर्च व्यवस्थापन नीति थियो। त्यस्तै, सेना वा भारदारको मृत्यु भए उसका उमेर पुगेका छोरालाई सेनामा जागिर दिइन्थ्यो। यसले सेनामा पनि मनोबल र कर्तव्यपरायणता वृद्धि गरेको थियो।
गोर्खाली सेनाको जागिर छाडेर जयप्रकाश मल्लको सेनामा प्रवेश गरेका जयन्त राणालाई मनाएर फर्काउन खोज्दा उनले नमानेपछि पक्रेर ल्याई छाला काढेको घटनालाई पृथ्वीनारायणको निर्ममताको उदाहरणका रूपमा चित्रण गरिन्छ। तर उक्त काण्डपछि कुनै पनि गोर्खाली सेनाले पछिसम्म कुनै विद्रोह नगरेको तथ्यले सेनामा अनुशासन कायम गराउन उक्त कदम जायज थियो भन्ने स्थापित गर्न सहयोग गर्छ। तालिम, अनुभव तथा सूचनाप्राप्त सैनिकले द्रोह गरेर छाड्दा त्यसले राज्यमा ठूलो आर्थिक र राजनीतिक नोक्सानी हुन जान्छ।
माथि उल्लिखित विधि तथा नीतिहरूका आधारमा पृथ्वीनारायणले धेरै स–साना राज्यमाथि विजय गरेर बलियो नेपाल राज्य निर्माणको जग बसाले। त्यसैमा टेकेर खासगरी बहादुर शाहले राज्यको निकै विस्तार गरे।
पृथ्वीनारायणलाई सम्झनुपर्ने सबभन्दा महत्वपूर्ण योगदान भनेको विदेशी र खासगरी अंग्रेजको उपनिवेश हुनबाट नेपाललाई बचाउनु र आफ्नो स्वतन्त्र राष्ट्रिय पहिचान कायम राख्नु हो। यदि नेपाल अंग्रेजको उपनिवेश बन्नुपरेको भए भारतबाट अंग्रेज शासन समाप्त हुँदा पनि नेपालको स्वतन्त्र अस्तित्व फर्किन्थ्यो कि फर्किँदैनथ्यो भन्न गाह्रो छ। भारत स्वतन्त्र हुँदा स्वतन्त्र राज्य रहेको सिक्किम पछि भारतले आफूमा विलय गराएको इतिहास हाम्रो साक्षी छ।
पृथ्वीनारायणले कान्तिपुरमा घेराबन्दी गरेपछि जयप्रकाश मल्लले गोर्खाली सेना हराउन सहायता माग्दै अंग्रेजलाई पत्र लेखेर आमन्त्रण गरेकै हुन्। सिन्धुलीगढीमा पृथ्वीनारायणका सेनाले अंग्रेजलाई हराएर रोक्न नसकेको भए र अंग्रेज सेना काठमाडौं आइपुगेको भए अहिलेको भूराजनीतिक परिदृश्य अर्कै हुन्थ्यो होला। जीविकाका लागि भुटान पुगेका नेपाली मूलका जनता त्यहाँबाट लखेटिएर राज्यविहीन हुँदाको आर्थिक, सामाजिक तथा मनोवैज्ञानिक पीडाको मूल्य पनि हामी नेपालीले देख्न र बुझ्न पाएकै हौं।
मानिसको सोच र चिन्तन सधैं एकनास रहँदैन। भारतका सम्राट अशोक लगायत संसारका धेरै चर्चित मानिसका सम्बन्धमा पनि यो कुरा लागू हुन्छ। पृथ्वीनारायण पनि यसका अपवाद नहोलान्।
माथि उल्लेख गरिएजस्तै सुरूमा उनी एक निर्धन राज्यको राजाका रूपमा आफ्नो व्यक्तिगत महत्वाकांक्षाले डोर्याएर उपत्यकाको राजा बनी सम्पन्न र शक्तिशाली हुन हिँडेका थिए होलान्। अपरिपक्व अवस्थामा उनले लडाइँ लडेका केही ठाउँमा उत्ताउलो व्यवहार र ज्यादति नै पनि गरेनन् भन्न सकिन्न। तर लडाइँका भोगाइ, लडाइँले पुर्याएको जनधन क्षतिको मनोभावनात्मक प्रभाव तथा विजय अभियानमा असंख्य मानिसले गरेको बलिदानले पछि उनलाई त्यो विजय आफ्नो निजी जीतहारभन्दा सिंगो नेपाली जातिको जीत र स्वाभिमानका रूपमा हेर्ने दृष्टिकोण दिएको हुनसक्छ।
खासगरी जीवनको अन्तिम समयतिर उनले आफ्ना उत्तराधिकारीहरूका लागि दिएका मार्गदर्शनका रूपमा संग्रहित ‘दिव्योपदेश’ लाई आधार मान्ने हो भने उनमा आएको त्यो परिवर्तन र राज्यलाई सुदृढ, कल्याणकारी र उन्नत बनाउने दिशामा प्रेरित भएको देखिन्छ।
उनले आफ्नो जरो गोरखा राज्य विस्तार गरेर त्यसमा आफूले जितेका राज्यहरू विलय गराउनुको सट्टा गोरखा राज्यलाई नै ऐतिहासिक कालदेखि महत्वपूर्ण पहिचान बनाएको नेपाल राज्यमा विलय गराएर दुरदर्शिता प्रदर्शन गरेको देखिन्छ।
मानव अधिकार तथा समानतामा आधारित आधुनिक समाजको मूल्य–मान्यता, लोकतान्त्रिक पद्धतिसहितको कल्याणकारी राज्य व्यवस्थाको कसीमा राखेर उनको मूल्यांकलन गर्नु पनि उनीप्रति अन्याय ठहर्न सक्छ। उनीपछिका केही शाहवंशीय शासकहरूको अयोग्यताको भारी उनको थाप्लोमा हाल्नु पनि न्यायसंगत नहोला।
उनको दिव्योपदेशमा रहेका केही अर्थ–राजनीतिक विषयको चर्चा गर्नु पनि यहाँ सान्दर्भिक छ।
घुस दिने र घुस खाने दुवैलाई उनले राज्यका शत्रु मानेका छन्। कुनै पनि सरकारी कामकाजमा घुस दिन बाध्य पार्ने वर्तमान राज्य व्यवस्थाले उद्यमशीलता तथा सामान्य जनताको जीवनयापनमा कत्रो आर्थिक बोझ थपेको छ भन्ने जगजाहेरै छ। मानौं १० रूपैयाँ सरकारी शुल्क तिर्नुपर्ने स्थितिमा कुनै कर्मचारीले आफू एक रूपैयाँ घुस खाई नागरिकबाट राज्यकोषमा एक रूपैयाँ मात्र दाखिला गराउँछ। यो अवस्थामा राज्यलाई नौ रूपैयाँ नोक्सान हुन्छ। यसबाट राज्यले १० रूपैयाँ खर्च गरेर पुर्याउनुपर्ने शिक्षा, स्वास्थ्य, बाटोघाटोजस्ता सार्वजनिक सेवाबाट जनता विमुख हुन्छन्।
घुस खाने कर्मचारीतन्त्रले समाजमा उद्यमशीलता र परिश्रम होइन, शक्ति र पदको दुरूपयोग र बेइमानीको संस्कृति संस्थागत गर्छ र पूरै समाज त्यसबाट पीडित हुन्छ। सीमित व्यक्तिहरूसँग अकुत सम्पत्ति हुने र राज्य भने स्रोतसाधनविहीन रहने अहिलेको परिस्थिति यसै प्रक्रियाको उपज हो।
त्यस्तै, खानी भएको ठाउँमा बस्ती छ भने बस्ती अर्को ठाउँमा सारेर पनि त्यहाँ खानी चलाउनू भन्ने उनको उपदेशले बलियो अर्थतन्त्रका लागि आयात होइन, स्वदेशी कच्चापदार्थ, उद्यमशीलता, स्वदेशी सामान, आत्मनिर्भर अर्थतन्त्र तथा निर्यात व्यापारमा जोड दिएको छ।
अर्को उपदेशमा उनको भनाइ छ– राम्रो खेती हुने ठाउँमा घरहरू बनेका रहेछन् भने ती घरहरू अन्यत्र सारेर त्यहाँ कुलो काटेर खेती गराउनू। यसले उनको कृषि उत्पादन बढाउने र राज्य तथा जनताको आम्दानी र आर्थिक स्तर वृद्धि गर्ने आसय स्पष्ट बुझिन्छ।
उनको अर्को उपदेश विदेशी महाजनहरूलाई देश भित्रिन नदिनू भन्ने छ। उनीहरूले विदेशी सामान भित्र्याएर देशमा उद्योगधन्दा गर्न निरूत्साहित गर्छन्। यसै क्रममा उनको अर्काे सुझाव छ– विदेशी कपडा लगाउन मनाही गरिदिनू। आफ्नै देशको कपडा बुन्न जान्ने मानिसलाई नमूना देखाएर सिकाउनू र बुन्न लगाउनू। यसो भए देशको नगद विदेश जान पाउँदैन। उनले उति बेलै भक्तपुरका टोलटोलका नेवार समुदायमा तान लगाएर कपडा बुनिएको देखेको हुनुपर्छ र देशैभर यो पद्धति विकास गर्ने सोच बनाएको देखिन्छ।
